Despite this momentum, significant barriers remain between policy ambition and project bankability. Licensing pathways remain fragmented across multiple ministries, long-term liability for CO₂ storage is undefined, carbon credit methodologies for CCUS are still under development, and financing structures for first-mover projects have not been proven at scale. 

The World Hydrogen & Carbon Capture Conference Indonesia 2026 brings together policymakers from Indonesia's Ministry of Energy and Mineral Resources, project developers from Pertamina and Pupuk Indonesia, international technology providers, and financiers from JBIC, ADB, and the private sector.
